Snehalaya's Muktiwahini rescued two minors

Date: 20th, July 2008 (Ahmednagar)

Rupa (14 yrs) and Asha (15 yrs) allies Yasmin (name changed) rescued from the flesh trade from Hotel Bholenath, the road-side Dhaba at Nagar-Pune Rd. on 20th, July 2008. The information was received from the Peer Educator or Snehjyot Project, that a woman named Sarswati Chougule has brought two minor girls at Hotel Bholenath Dhaba and Sarswati and the owner Sandip Kardile is pressurizing them to entertain the customers.

Our Muktiwahini team arranged the bogus customer to the Hotel Bholenath and confirmed the information. Then the remaining team members went to the room where Rupa and Asha were kept and rescued them. Both the girls directly brought to Nagar Taluka Police station at night. The Police was not ready to lodge the complaint as they didn’t know the clauses to be applied in these type cases.

Rupa is from very poor family of West Bengal and she was living with her aunt, Aunt was very cruel and used to bite her for any reason. Rupa was always scared. So she was working in her aunt's home as a servant. A boy living near her house proposed to marry. At age of 13th Rupa ran away with the boy and came to Mumbai with him. Her husband sold her to one of the brothel owner called Amma(real name not known).

Amma forced her into the prostitution, after a few days Rupa ran away from the brothel Kamathipura, Mumbai too and came to Ahmednagar. She met Sarswati on old bus stand, Ahmednagar. Sarswati brought her to her house and tried to convince her to go to the Hotel Bholenath Dhaba for prostitution with her. She denied again but Sarswati forced her.

In the other case Asha allies Yasmin is also very poor Muslim family from Solapur, her father has no more, she has two younger brothers and her mother is a bedridden patient so can not earn for daily needs. Inevitably Asha has earn hence, she started working as a construction labour. One day she was raped by goons but could not fight for justice.

She came to Ahmednagar in search of job and reached to the brothel by Sarswati.

On 18th July 2008 Muktiwahini rescued them and produced before the Police Inspector Mr. Pardeshi. He immediately ordered for her medical check up in Civil Hospital. Next day she was taken to Child Welfare Committee and as per their order both the girls admitted in Observation Home.

Saved Life raised serious questions in front of Ankush

Ankush Shahadev Vighne is 16 yrs old and belonging to a family of landless laborer of Anandgaon Village of Shirur Kasar of Beed district, about 138 km away from here. After passing the 10th exam he needs the money for further education which his family could not spare. He joined a powder coating unit at Ahmednagar 4 months ago. Two of his elderly collogues forcibly doing unnatural anal sex with him, when he refused a pipe of compressor was plunged in his ass and his big intestine was blasted when the compressor machine was started. He was admitted in hospital on 16th June, he was unconscious for eight days. Then he told the horrible story to Dr. Hemant Deshpande, a surgeon, who treated Ankush as charity on request of Childline, and Muktiwahini of Snehalaya.
On first of July our team rushed to MIDC Police station to lodge a complain against four workers and Mr. Ram Raj Rai, the owner of the Rajlaxmi industries. The owner was continuously threating Ankush for not talking about the incident to anyone or he may kill Ankush. Police was not co-operating to victim for known reason. We have to lodge the complaints to senior police officials, Child Welfare Committee and atlast to Media against the MIDC Police station, sheltering the culprits by not registering the FIR.

At last on 4th, July the crime was registered under the clauses 377, 307 etc. 3 persons arrested while the owner two others are absconding. Now Ankush is still in the Intensive Care Unit of the hospital. His survival raised many questions in front of him. When he will be able to live a normal-healthy life? Who will pay the hospital bills? Who will pay the bills of medicine shop? Who will protect when he will be out of the hospital?

Ahmednagar Childline and Snehalaya have declared a charity mission to raise Rs. 50 thousand for Ankush. Snehalaya parivar has initially donated Rs. 10000. The govt. machinery, specially the women and child welfare dept., factory inspector, Child labour dept. etc have shown apathy about the serious incident of child sexual abuse. No one has yet met Ankush besides the requests.

Can Indian Army Jawans’ commit this heinous crime

It was Saturday, 10th, May 2008 about 8 Army Jawans from Armed Core Centre and School (ACC & S) entered in Bhagat Galli red light in a very defiant mood and under state of heavy alcohol. Usually the women in red light areas of Ahmednagar avoid the drunken customers because these customers do not agree to adopt methods for safe sex to prevent the spread of HIV/AIDS. Hence women were reluctant to serve these unruly customers. As the Jawans started being physical forcing the women, all of them ran for shelter in a brothel owned by Suman Dagwale. The brothel was fenced and protected with two doors of steel. But the Jawans used their physical strength to start breaking the doors..

No sooner than this unfortunate event was being carried out, Snehalaya got the message from the red light area and immediately the Police control room was informed. Police personnel from Kotwali Police Station promptly arrived at the site. In an unusual earnest behavior police requested the drunken Jawans overpowering helpless women to leave the red light area. Snehalaya's volunteers and the employees and volunteers of Snehjyot Mukta Project insisted for the immediate arrest of the Jawans but Police neglected the request. As the police returned to Police station thinking to have completed their task, within 10 minutes Jawans re-entered the red light area with a vengeance.

Mrs. Lata Dattu Kashid, 43 yrs old women was not in the premise when this unruly scene had occurred and she had just stepped in. She was preparing food and helping the victim women in their domestic work. She was caught by this group of Jawans who had comeback with more vigor and brutality. Venkatesh Dwandwawadi, (34 yrs. Dist. Prakasham, A.P.) and two others raped her in the passage one by one. The Snehalaya volunteers rushed to help Latabai, caught all the three rapists and preceded to handover them to the police station. . Two of them ran away while commuting to the police station, but Venkatesh couldn’t flee. This happened at 10:20 PM Latabai and all 40 women demanded;

• Immediate arrest of the Jawans,
• Medical examination of Latabai and Jawans
• Filing the FIR complaint..

The Police Station Incharge Mr. Laxman Rakh’s response to Latabai was highly unexpected. He discouraged her to file a complaint as she would have to attend the court and visit Police station numerous times. He also said that a rape case can not be register if it happens in red light area with not a minor woman. Snehalaya's volunteers having some knowledge of Indian laws showed the references of law and persuaded the PSI to adhere to the laws. However the police didn’t pay any heed to the requests made by the Snehalaya volunteers.

In the midnight at 1:00 PM the officers of ACC & S came to police station to protect their Jawans. Meanwhile the two other rapists also had the audacity to come to Police station to demand the release of their companion. Snehalaya volunteers demanded the arrest of the other two rapists who were present in the premise of the police station but the demand was neglected and both the Indian army Jawans fled away from the Police station. The Army officers called Latabai inside the police station alone with the help of PSI,Mr. Rakh and gave her life threats if she continued her demand to file an FIR. Latabai could not write and read. Police and Army officers forced her to give her thumb on blank papers. Then they declared that Latabai had withdrawn her complaint of rape at 5.30 am in the morning. The victim women and the volunteers of Snehalaya were forcibly ousted by Police from the police station.. Hence the complaint wasn’t lodged.

Next morning on 11th, May 2008 at 9:30 AM, all the Snehalaya volunteers and victim women decided to stage a Dharana in front of Kotwali Police to condemn the harassment of raped womedn and collusion of police with the rapist Jawans. Ultimately Police Inspector Tukaram Wahile agreed to file FIR at 3 PM only17 hrs, after the incident. Police applied Clause 376 (G, 2) and two others of the IPC. Now Latabai is provided sheltered in Snehalaya. She is under great fear and couldn’t forget the horrific experience. The Jawans were photographed by mobile cameras and a complaint was made to higher Army authorities with this evidence. Till this date the Army has not handed over the three accused Jawans to Police for further investigation. The Police are afraid of entering the premises of Army to arrest the rapists. The regional and national electronic media has given wide coverage to the issue. Snehalaya has also appealed to the Human Right Commission.

Who will punish the people in uniform? The question comes up every now and then and gets into the pages of History. These people who commit the act and also who protect them bring shame to those great Jawans and officers who have laid their lives serving the nation….. …..

"Attempt to rape two minors girls brought to the Police"

The Tophkhana Police station of Ahmednagar registered a crime against three persons for alleged trafficking and attempt to rape of two minor girls. .

The two 13 year old minors are students of the reputed English medium school. One of their neighbours Suvarna Raut asked them for help and to accompany her immediately as her relative was admitted in the hospital. These minor girls alongwith Suvarana sat in a car of noted industrialist. They were offered soft drink on the way in which Suvarna had mixed the sleeping drugs. When they came out of the impact of the drug, they were shocked to find themselves in a high profile posh lodge in Pune. The noted industrilaist and his friends from Nashik tried to rape the girls who resisted the attempts. Ultimately the traffickers sent back the girls to Ahmednagar by the state transport bus and threatened them to keep their mouth close. After arriving at Ahmednagar, the petrified girls called Childline, Snehalaya to inform about the incident. Childline volunteers and the parents of the minor girls approached to Mr. Sunil Ramanand, the Dis. Police officer. Mr. Ramanand personally talked to girls and our rescue team. Then the Tophkhana Police Station registered a crime under the sections 363, 366(A), of the IPC and section 328 under the Narcotics Act. The families of the victims were given complete protection by our Muktiwahini. Mr. Sunil Devnani , from Mumbai one of the guardian of Snehalaya is continuously supporting all the anti trafficking activities. Snehalaya is thankful to him.

Two Women Rescued from Sexual Exploitation, Bhor Pune District

Snehalaya’s Muktiwahini has rescued two women victim of commercial sexual exploitation and trafficking. The twelve traffickers involved in this scandal were brought to the books of police and were further arrested.

Rita ( Original name not being disclosed ) a 21 year old girl resident of Ahmednagar district is an arts graduate and currently lives in Bhor district as her mother is employed in a low earning job out there. She had joined the coaching classes preparing for Civil Services. A group of 12 very influential people were involved in forceful commercial sexual abuse of Rita. Some of the names are ; Navanath Jadhav chairman of Bhor Taluka panchayat Samiti, ,. A.V. Shirke revenue officer in Pune district, Manu local political leader.with strong connections in administration.

Rita was visiting her grandmother in Ahmedangar when she read the slogans on wall painting regarding Snehalaya and its rescues initiatives. She gathered her courage and approached to Muktiwahini, to confide her trauma and painful stories of sexual exploitation. Snehalaya activists rushed to Pune to lodge a police complaint with Mr. Vishawas Nangare, the supertendent of police, Pune District. Mr,. Nangare promptly instructed Mrs. Smartana Patil , Dy.S.P Bhor region to raid the specified locations. All the suspects were arrested at the midnight of May 10th 2006.

Snehalaya has taken the responsibility of the total rehabilitation of the younger victim girl of Ahmedangar, While the family of the another girl was also supported by extending security and job opportunity, the case has created a lot of awareness in the society as all the media including the national dailies like Indian express, Times of India. published the news.

Such atrocities against women can be curbed only with active participation of citizens.

Childline- Snehalaya Unravels a Network of Child traffickers-

The kingpin and seventeen others arrested in the case of commercial sexual exploitation of the children

Snehalaya's CHILDLINE and Muktiwahini unraveled a nexus of organized commercial sexual exploitation of the children on 23rd, February, 2006.The key trafficker Mrs. Sheela Bargal allies Sonu allies Payal and seventeen others have been arrested in the case and more than 28 persons including pimps, brothel keepers, hotel owners are absconding. Police along with our volunteers has sent the troops to three neighboring districts for the further investigation.

It was last month that parents of two minor girls missing since Dec 2005 months registered complaint at CHILDLINE. All the police stations were informed and provided with photographs of the minor girls. One of the informers conveyed Childline that these girls were seen at Sheela Bargal's house. In a swift operation Childline team members along with the parents of the missing girls raided Sheela's house and rescued two minor girls and produced them along with the trafficker Sheela before Mr. Sunil Ramanand, the district Police Chief.

Two minor girls exposed the name of thirty high profiled people. Many of them are well known political leaders or the sons of political bigwigs. Police has already arrested nine of them as an immediate action on 24th, Feb.

The name of some of the arrested criminals and also known personalities are as follows :
1. Balkishan Pemraj Goyal (36), owner of the famous 3Goel foot wear company.
2. Hardik Lakhmichand Jaggad (25), owner of Mahendra sweet home and Mahendra Hotel
3. Satish Bansi Pathare (26), owner of the Chinese fast food centre on Station Rd. near Ahmedangar College.
4. Akash Subhash Rathi ( 23), employee of HDFC bank,
5. Tukaram Genu Misal (40), Civil Engineer, Govt. servant, working in Ahmedangar Municipal Corporation
6. Namdev Maruti Kusalkar ( 26)Manager of Hotel Sushmita,
7. Raghwendra Nagappa Pujari ( 36), Dentist
8. Amit Kailas Madan ( 26) owner of Panjab Watch Co.
9. Sheela Dilip Bargal (37) a trafficker and the brothel keeper
10. Ramesh Barkase, the trafficker
11. Bhagyoday Patil,(38) a pimp from Pune who is also the electrical contractor
12. Payal Shinde,(24) a trafficker from Nashik who is also have a business of tours and travels.
13. Dnyandev Gondakar,(46) owner of Hotel Sai Village, Shirdi, the office barer of Congress ( I) and brother of one of the senior Congress leader and a trustee of Saibaba Sansthan Shirdi. The son in law of the senior Congress (I) M.L.A.
14. Ajay Kate, ( 32) Manager of the Hotel Raja Palace, Shahada, Dist. Dhule
15. Harjitsing Rajpal (42) the owner of the Hotel Raja Palace and a political bigwig.
16. Ramrao Mohiniraj Dengale ( 56) the owner of Hotel Tarang, Loni, Sangamner Rd. Dist. Ahmedangar.
17. Kamal Dilip Warade (43) a trafficker and a brothel keeper

The other suspected criminals absconding include,
1. Chetan Popatlal Bhalgat ( District President of the youth Nationalist Congress Party )
2. Ravi Thorat – the partner of the S.R. Thorat Milk Dairy, Sangamner, Dist. Ahmedangar
3. Raju Thorat - the partner of the S.R. Thorat Milk Dairy, Sangamner, Dist. Ahmedangar. Both the Thorat brothers are the sons of the senior NCP leader Mr. Sambhaji Thorat.
4. Ashok Kasar,(42) suspended police officer, close associate of local Shivsena M.L.A. Mr. Anil Rathod
5. Vilas Karale, (44) a property dealer and one of the main trafficker
6. Atmaram R. Dengale (26) owner of Hotel Tarang.
7. Ramakant R. Dengale (26) owner of Hotel Tarang.
Ramu Jagannath Salve ( 38) originally from Jalana Dist. and one of the main trafficker and other criminals are ran away from the district. they are trying for the anticipatory bail from the Aurangabad bench of the Bombay High Court.

Criminals produced before the court :
The state Govt. has handed over the investigation to C.I.D. as per the demand of the NGOs. Mrs. Shobha Ohotkar, the I.P.S. and the superintendent of C.I.D. is now heading the investigation.

The state wide investigation:
The organized commercial sexual exploitation of the children has been detected in Ahmednagar city but as per the investigations it shows that it is spread all over Maharashtra. The bigwigs from Dhule, Nandurbar, Pune, Nasik and many more districts are involved in the scandal. Our team has gone to Dhule, Nandurbar, Jalana, Nasik and other districts along with the Police officers to dig out the roots of anti-social elements

Various likeminded organisations along with Snehalaya, Childline, NACSET ( Network against commercial sexual exploitation and trafficking) have raised several demands to the district Police chief District Magistrate, the Home Minister, the Chair Persons of State and National Commission for women are as follows :


1. Demand of Special Task Force : to appoint the I.P.S. level lady officer for the investigation of the case. The representatives of the NGOs must be included in the Task Force

2. Apply the MCOCA : Maharashtra Control of Organised Crime Act- MCOCA must be apply on these suspected criminals.
3. Apply the Atrocities Act : One of the girl is from Dalit community hence apply the SC/ST Atrocity Prevention Act against the criminals.

4. Provide the Police Protection to the girls and their family members

5. Under the clause 164 of the C.R.P.C. the statementS of victims, witnesses, and complainant should be recorded in the court as soon as possible. It will be beneficial for the conviction.

6. The Political leaders who are forcing the Police force for not taking the action against the criminals should also treat as criminals.

7. Arrest the pimps and not the customers only :



Silent March
Under the leadership of Padmbhushan Anna Hajare, more than two thousand citizens silently marched as a protest to district Collector’s Office. BJP MLA Kanta Nalawade, Shivsena MLA Nilam Gore, Mrs. Adv. Usha Darade, the state president of the women front of the NCP and many others also participated in the march showing the solidarity to the issue.

Victim Support and protection :
Now we Snehalaya is working towards victim support and victim protection activities.

In another incident we have again rescued a fifteen year old minor girl of Ahmednagar at nagpur. Amrawati Childline and the CWC of Nagpur helped us in this mission.
The trafficker Yakub Pathan(52) and Rekha Pathan (46), Sanjay Santre, (33) a builder from Aurangabad, Naresh Rahula Kaur (32) proprietary of the Hotel Jitu Da Dhaba, Ashok Sohanda (47) a cable operator and two others were arrested .

The Impact :
After these two major crackdowns, all the hotels and lodges of the Ahmednagar District are refraining from getting into illicit flesh trade. All the women below 20 years of the age have been sent to the NGOs or their respective families by the brothel keepers because of threat. Many cases of harassment and black mailing of the girls have been detected on receipt of the several complains from the girls. Muktwahini and Police are jointly handling these cases creating a sense of security amongst minors and women. The volunteers are now more experienced and confident in combating the trafficking, the organized gangs supported by political bigwigs The issue was discussed in the Maharashtra Legislative Council on 22nd, March, 2006. Snehalaya’s role was appreciated by the MLC and has sensitized the MLAs, the media and the bureaucracy at the state level.
